June 19, 1978 <br />Page 2 <br />678 6, Committee Reports <br />City Surve <br />Mrs. Price made a motion to pay Brian Crumlish a consultant <br />fee of $100.00 out of Technical Assistance, line item 264 <br />for a day trip to Indianapolis to talk with the State H.P. <br />Office and get their city survey recommendations finalized <br />so we can proceed with a contract and the survey. Mr. Eckerle <br />seconded. Motion passed unanimously. <br />Budget and Finance <br />Mr. Oxian reported that he and Ms. Peck had met with the <br />County Commissioners for a budget review. The budget increase <br />for next year was only allowed to be 8%, so our budget request <br />dropped from $29,900.00 to $17,200.00 by eliminating a $9,000.00 <br />Assistant Planner position and dropping the Planner's salary <br />down from the requested $14,500.00 to approximately $10,800.00 <br />Ms. Peck reported that the Consultant Service Grant funds from <br />the National Trust for Historic Preservation, Washington, had <br />been placed.in a special county account not under the auspices <br />of the County Commissioners. <br />• Historic Districts and Standards <br />Mrs. Price referred to the Committee Report from June 12, 1978 <br />and specifically the section on the West North Shore Drive <br />District. She asked that the wording be changed to read "West <br />North Shore Drive will have a meeting closed to the Commission, <br />of the residents, on July 12, to take the final vote on whether <br />to accept the concept of an Historic Preservation District." <br />Concerning the standards for the West North Shore Drive, Mrs. <br />Price stated, "I have no objections to this document (the stan- <br />dards for West North Shore Drive), with the provision that it is <br />clearly stated which is the opinion of the neighborhood group and <br />which is the opinion of the Commission. And so that when this goes <br />to the neighborhood we can talk and say and do things amoung our- <br />selves, but if it is going to be the expressed opinion of the <br />Commission, then I think the Commission ought to be aware: of it <br />when you look at the standards.Then the standards that come to the <br />Commission for our review should be a completely separate document, <br />and the attitudes and the points that you are making in there are al.1 <br />for your good, but they are yourattitudes, they are not the attitudes <br />or the concepts of the Commission." <br />Ms. Peck announced that Patrick McMahon, City Engineer, sent an <br />official copy of the negative declaration for the Orange -Colfax <br />Connector. The copy is at the office for anyone who wants to review <br />it. <br />Ms. Peck announced that a letter came from Joseph Cloud,SHPO, stating <br />that they, the State historic Preservation Office, had reviewed the <br />Orange -Colfax Connector negative declaration, and they ruled, as they <br />did in 1975, that the project will not impact the West Washington <br />Histarie District. <br />
