February 20, 1978 <br />Page 9 <br />meetings. <br />He said he would like to make the following resolution: which should <br />be incorporated into the by-laws: <br />"The Commission is not to take action on any business brought in front of <br />the Commission unless a committee recommendation concerning the item first <br />is given. The committee that has jurisdiction in the matter shall be as-' <br />signed to the item as determined by the President or a majority of members <br />of the Commission. This procedure may be voided by the agreement of a <br />majority of the members." (Resolution #8). <br />Mrs. Price seconded this resolution. It was put to a vote and passed <br />unanimously.. Mr. Wasielewski said that in the future as these items <br />come up, and he will assign them to the committees, and hopefully, they <br />will be brought out of committee, and there will be committee recommen- <br />dation on every item. A question was raised from the floor that if all <br />decisions are made in committee, then a feeling of "what's going on" <br />would be lost. Ms. Sporleder said that the committees would be making <br />studies and recommendations for the Commission as a whole to act upon. <br />It was further clarified by Mr. Wasielewski. <br />Mrs. Price then submitted a short form that could be used for the re- <br />porting of notes of committee meetings. She suggested that the staff <br />consider using it and every time there is a meeting of the committee <br />that this form be filled out. She said it was a simple form listing <br />the attendance, what the agenda was and what actions were taken. It <br />then is signed and becomes part of the file. <br />• Mr. Wasielewski remarked that he did some changing on the committee <br />listings. He listed "Landmarks and Standards" and "Districts and <br />Standards." <br />Staff Report <br />Ms. Peck said she was informed by County CETA that it is difficult to <br />get someone with stenography skills. She wanted to know how important <br />the Commission thinks shorhand is. She discussed the qualifications of <br />the applicant that came in last week, saying she was qualified except <br />for not having shorthand. It was brought up that perhaps the person <br />co; -,1d learn this skill in school while working for the Commission. <br />There was discussion on this topic. Ms. Peck suggested that the Com- <br />mission allocate money for either a tape recorder or a Dictaphone <br />as th one being used now belongs to Community Development. Mr. Was- <br />ielewski stated that this would beworked out further. <br />Ms. Peck then said that although the Commission had slide carousels, <br />it did not have a slide projector. She felt that if these carousels <br />are to be used in the community, then the Commission should think in <br />terms of getting a slide projector. Mr. 0xian suggested that estimates <br />be obtained on these items. <br />Ms. Peck then brought up the topic of travel. She again informed the <br />Commission that she had applied for the Community Preservation Workshop <br />in Galveston, Texas from the 18th to the 25th of March. She said, if <br />chosen, she would like the Commission to pay for her room, air travel <br />
