February 20, 1978
Page 3
Mr. Wasieleski said he would keep everyone appraised of the situation:
Historic LAndmarks
Mr. Oxian informed the Commission that the 1608 Devon Circle house was
declared a landmark at the last council meeting.
The Darden and Leeper bridges were tabled at a committee meeting mainly
because there were no standards concerning the two bridges. The county
engineer, Mr. William Richardson, and the Commission representative, in
this case, the Planner, Candy Peck, would get together to write up the
standards. Mr. Oxian had spoken to Mr. Richardson and he is quite an-
xious to see the Darden bridge declared a landmark and perhaps start the
procedures to get it on the National Register to be eligible for federal
funding. He is _likewise interested in the Leeper bridge with standards
;,written up to implement the jurisdiction. Ms. Peck mentioned that af-
ter a talk with Mr. Eckerle it might also be a good idea to go to the
Planning Committee will meet three times a month. They want a list of
the advantages and disadvantages of all aspects of setting up a histor-
c district. She said the North Shore Triangle Neighborhood Association
itr
is behind this venture 100%. She said the Planning Committee was sel-
ected from volunteer residents of the district and Tom Broden, head of
the Urban Institute at Notre Dame was one of the committee members. It
was mentioned that there were 22 houses involved in this potential dis-
trict, in a two -block area. Ms. Peck said that on the Events Calendar,
which she distributed, the Planning Committee would meet every Wednes-
day night and suggested that at least two of the Commission should go
to these meetings.
Mr. Wasielewski then spoke about the West Washington Historic District
and said that a meeting had been held Jan. 24th at Mr. and Mrs. Bock-
stanz/s house on West Colfax. Mr. Dick Johnson from Area Plan was pre-
sent at that meeting. Basically, the consensus of opinion was that
there were a number of people interested in pursuing the possibility of
establishing an historic district in the West Washington area. Mr. Was-
ielewski said he would pull together the preliminaries and get a list of
property owners for the present district that is listed on the National
Register. A letter should then be written to these property owners and
a general meeting should be held to inform them of the procedures and
the operation of an historic district. Mr. Wasielewski envisions a
series of meetings with them. However, there has been no action since
January 24th in this area. It was pointed out there were a large group
of renters in this district, but the actual declaration of the district
is up to the property owners.
Mr. Charles Lahey then spoke to the Commission and said he would be careful
in associating the historic district movement with the Bockstanz's in
particular since the Bockstanz's have taken a very hard stand in regards
to residential versus commercial zoning issue. He said one would get a
cold shoulder from the Bockstanz's if one would call the meeting at Mr.
Child's house and likewise if held at Mr. Bockstanz's house. It was
then mentioned that the meetings would be held in "a neutral site."
