July 16, 1979 <br />Page 6 <br />Mrs. Price spoke about pending legislation in Washington and the <br />amendment to the 1980 Appropriation bill which would require the spe- <br />cific consent of the owner to list a property on the National Register <br />of Historic Places. Joann Sporleder moved that the Commission send <br />letters to various members of the Senate in support of removing this <br />amendment mandating owner's approval of landoark status. Ruth Price <br />seconded. There was some discussion by Mr. Nimtz and others on this <br />matter. All members voted "aye" to this motion, with Mr. F. Jay Nimtz <br />voting "nay". <br />Mr. Oxian then brought up the proposed wording on the certificate which <br />will be given to home owners of resolution -declared landmarks. There <br />were no objections and Mr. Eckerle moved that it be accepted. Mr. Nimtz <br />seconded and the motion passed. Mr. Oxian, however, will still refer <br />this matter to committee. <br />Ms. Sporleder asked if anything had ever been done about hedgerows. <br />Mr. Oxian said he had not tackled this problem because he wanted to <br />finish off all the landmark structures first in the southeast side of <br />town. He said he'll get to the hedgerows eventually. <br />779 9• Announcements and Miscellaneous Matters <br />Mr. Nimtz informed the Commission that Ruth Price had made an excel- <br />lent presentation at the Kiwanis Club on the West Washington -Colfax <br />• area. <br />Mrs. Price asked when, or if the Commission was going to examine the <br />Monroe/Sample Street project. Mr. Eckerle said Redevelopment Commis- <br />sion will draw up final plans which then will be presented to the City <br />Council. He further clarified this issue. Nothing has been officially <br />drawn up. Mr. Nimtz said Redevelopment would be pleased to have any in- <br />put from the Commission. <br />Mr. Stamper then presented a most interesting slide presentation, in- <br />cluding the Downtown Mall of Columbus. He further included slides of <br />North Manchester, Evansville, and Vincennes and an overview of preser- <br />vation projects being done in South Bend. <br />779 10. Hearing of Visitors <br />Ms. Barbara Schankerman then took the floor and read a letter from <br />the Advisory Council for Historic Preservation to Carl Ellison on No- <br />vember 30, 1978. She was researching the development of the Century <br />Mall. She is still concerned about the status of the Odd Fellows Build- <br />ing, and asked if the stipulation of the Advisory Council was complied <br />with. If not, she would like to see the Commission contact the Advis- <br />ory Council and/or HUD to make that compliance. Mrs. Price stated that <br />the City does not yet have a design for Century Mall. Mr. Eckerle <br />clarified the issue, and said that Gruen is going to work with the <br />National Advisory Council to have their input into the total design <br />stage. He further stated that he can provide substantial documentation <br />that the City is in compliance. Mr. Oxian asked Mr. Eckerle to send a <br />r-opy of all correspondence between the Advisory Council and C.D. and Re- <br />development and on the Odd Fellows Building to himself and the H.P.C. <br />office and also to Ms. Schankerman. <br />
