April 16, 1979 <br />Page 3 <br />Budget and Finance <br />iMrs. Price reported that two members of this committee met recently <br />with Mr. Oxian making recommendations for both City and County budget <br />proposals. The City budget must be submitted by May 1st. She then <br />mentioned the continuing need for secretarial help. She didn't know <br />the status of the CETA program under which the secretary currently <br />operates. She suggested, under County budget, a one -slot item for <br />$9.000, plus fringes, for a secretary -researcher. She suggested <br />asking City for additional $5,000 for the Planner. She discussed <br />various expenses requested from the City. Mr. Wasielewski stated <br />that he would make contact with Mr. Mullen, City Controller. <br />Mrs. Price remarked that the application for Community Development <br />funds should be started. A possibility is funding the Shambleau <br />Project. <br />Historic Districts and Standards <br />Mr. Kline reported that Mr. Oxian will be meeting with the North <br />Shore District during the next week. <br />Mrs. Price had no report on the West Washington District. <br />Historic Landmarks and Standards <br />_ Mr. Oxian reported that he had written to the owners of the structures <br />• of Pennsylvania Ave. and also on Pine Road. And under the stipulations <br />of Resolution A, they can appear before the Commission as to why their <br />home should not be declared a landmark. He has had no further contact. <br />Mr. Wasielewski said he and John Oxian had attended a Council meeting <br />at which the question of 530 Carroll Street was tabled, 6 - 3. <br />Mr. Wasielewski then read the memo from Roger Parent concerning the <br />Odd Fellows Building and which read in part that the bill proposing <br />to declare this structure a landmark was struck from the Council's <br />record and that it would have to be filed again. He then read a <br />letter from Dick Johnson to John Oxian regarding the same matter. <br />There was discussion by the Commission. Ms. Sporleder then made a <br />motion to re -submit to the City Council the ordinance recommending <br />the declaration of the Odd Fellows Building a local landmark after <br />the results of the Rouse Market Study have been completed. Mr. Al <br />Stivers seconded this motion. Mr. Kline, Mr. Oxian, Mr. Stivers, <br />and Ms. Sporleder voted aye. Mr. Wasielewski, Mrs. Price, and Mr. <br />Nimtz voted nay. <br />Mr. Al Stivers made a motion that a letter be sent from the Commission <br />to Rouse, giving them supplementary information concerning the surveys <br />done on the Odd Fellows Building.. This motion was seconded and passed <br />unanimously. <br />It Legal <br />No report. <br />Public Relations and Community Education <br />
