January 6, 1976 <br />Page 5 <br />Consultant's Report <br />Mr. Walter Rinderle distributed the first draft of the <br />Historic Plan. A proposal for the City Survey, as well <br />as a draft to be given to homeowners of possible historic <br />landmarks regarding the advantages and responsibilities <br />of such declaration were also handed out. Mr. Oxian felt <br />this draft should be referred to the Landmarks Committee <br />for review. <br />Mr. Rinderle informed the Commission that Professor Pat <br />Furlong of I.U.S.B. is conducting a seminar about the <br />History of South Bend. <br />He then spoke about the auctioning of homes by the State <br />of Indiana. He felt the Commission should encourage in- <br />terested persons to buy them or move them or at least <br />take pictures before they are demolished. In addition, <br />Mr. Rinderele mentioned a number of vacant homes that <br />were on the County Survey, and he muggestedZthat the Com- <br />mission urge the owners to fix them or put them up for <br />sale. Mr. Oxian recommended that he be informed of such <br />information. <br />7. Old Business <br />Community Development Funds <br />The Commission was informed that a review for such funds <br />is to take place on January 16. A precise proposal for <br />the contemplated City Survey was to be presented then. <br />Mr. Smith had talked to the Building Commissioner and it — <br />was agreed that this survey would help the Building Depatt- <br />ment. Mr. Oxian wanted to be informed as to the bids on <br />this survey and what the final figure would be. <br />Plaques <br />Mrs. Gilbert read a quotation from the Lake Shore Markers <br />firm for an 8" x 12" cast aluminum plaque for $49.95. <br />Mr. Oxian remarked that some home owners would be willing <br />to incur this cost themselves. Mr. Stivers made a motion <br />that this bid be accepted and Mr. Rothermel seconded this <br />motion. It passed unanimously. Mr. Stivers and Mr. Oxian <br />were to confer on the actual legend on the plaque. It was <br />_noted that the color of the plaque was the choice of the <br />individual home owner. <br />National Park Service - Historic Preservation Grant <br />Mrs. Gilbert—submitted two bids - from Rink Riverside and <br />Insty-Print - for the printing of the State Forms. A <br />motion was rade by Mr. Rothermel .that the lower bid from <br />Insty-Print be accepted. Mr. Ni.mtz seconded this motion <br />and it passed unanimously. Mr. Oxian suggested that the <br />
