He also explained the significance of the Certificate of <br />Appropriateness which would be necessary if any alterations were <br />to be made on a structure within the Historic District. There <br />were some questions from the visitors regarding zoning and Mr. <br />Johnson clarified these. It was emphasized that the Historic <br />Preservation Commission would have nothing to do with zoning or <br />land use. Mr. Smith suggested that the Commission invite Mr. <br />Jack Dunfee to the next meeting and have these changes in the <br />proposed zoning ordinance incorporated at that time. Mr. Smith <br />then thanked Mr. Johnson in behalf of the Commission for coming <br />and giving his presentation. <br />5. Survey Consultant's Report <br />Brian Crumlish of the architectural firm of Crumlish/Sporleder - <br />summarized his findings concerning the County Survey. He stres- <br />sed that he was very pleased with the quality of architectural <br />structures found throughout the county. He stated that he and <br />his associates found at least one hundred residences that could <br />be termed "superior" and.that he. had at least seventeen file <br />folders of structures of'historical significance. He said he <br />is preparing a map to show the location of "superior" structures <br />which he will make available to the public. He said the North- <br />east section of the county has an abundance of "superior" houses. <br />He added that his firm began a brochure on county history and <br />a guide to architectural styles found in the county. He also <br />outlined a paper on how to look at old buildings and evaluate <br />them. He added that he had many color slides of the superior - <br />structures. Mrs. Davisson asked if these could be made avail- <br />able to the Commission and Mr. Crumlish replied that he would <br />be willing to share them. Ms. Derbeck interjected that this <br />survey could serve as a guide to other counties. Ms. Davisson-- <br />stressed that the map should be made available in order to gen- <br />erate enthusiasm in the area. The Commission was pleased with <br />the results of the survey and discussed how this material could <br />be used to the greatest advantage. <br />6. Treasurer's Report <br />Ms. Davisson passed out copies of the current expenditures and <br />balances for the month of September. Mr. Oxian made a motion <br />that this report be approved as submitted. Mr. Stivers seconded <br />this motion and it passed unanimously. <br />Next, Ms. Davisson submitted the following bills for approval <br />for payment: $1,250.00 to Crumlish/Sporleder for the final <br />payment for the St. Joseph County Architectural Survey; $74.75 <br />alsn=to Crumlish/Sporleder for five magnetic signs which were <br />affixed to the ears engaged in the Historical Survey; $108.70.. <br />to Rink Riverside Printers for 1,000 Flyers constituting the <br />Annual Report; and a postage bill of $5.70 for the month of <br />August. Mr. Oxian made a motion that these bills be approved <br />for payment and Mr. Stivers seconded this motion. It was put <br />to a vote and passed unanimously.. <br />
