the district presently includes a variety of zoning <br />classifications and in the future others may be <br />proposed. in most cases the type of existing struc- <br />tures are ,consistent with the present uses permitted <br />by the zoning designations. since it is required that <br />the commission issue a Certificate of Appropriateness <br />when a change in use is proposed and since it is a <br />prime objective of the commission to protect historic <br />landmarks, the review of,an application for use <br />change should be concerned with the impact of the <br />use change on the physical quality of the structure <br />and the impact such a change may have on the neigh- <br />boring structures and environment. the improve- <br />ments required attendant to a use change must neces- <br />sarily be reviewed as well as the influences on a <br />structure incidental to a use change. additional <br />parking requirements, adding sufficient fire exits,r <br />changing material for an improvement in fire rating, <br />placement of additional ventilating, heating or cooling <br />equipment, introduction of noisy or polluting use <br />equipment are all possible problems that may accom- <br />pany a use change and are certainly possibly detri- <br />mental to the quaiity,of the environment. in order <br />to assess impact 'prior to change the commission. shall.. . <br />review complete drawings showing the extent of physical <br />change .that may: resutt from a,change in use. <br />
