Correspondence <br />Mr. Rothermel read a letter from Miss_ Marie Lawrence, dated <br />November 7, 197+ stating that she could not accept the position <br />of catologer for the Commission. <br />Mr. Rothermel read a letter from Mr. William Hojnacki, Director of <br />the Department of Human Resources and Economic Development. dated <br />November 4, 197+, stating his willingness to discuss the use of <br />Community Development funds. <br />Mr. Rothermel read a letter from the Historic Landmarks Foundation <br />of Indiana regarding the Commissions'membership. <br />6. Hearing of Visitors <br />Mr. Smith introduced Mr. William Hojnacki for the.purposes of <br />discussing Community Development funds and federal revenue sharing <br />funds from the city. <br />Mr. Hojnacki stated that an application by the city for Community <br />Development funds will be submitted sometime after December 1, 19'4 <br />and before April 15, 1975., These HUD funds are part of a two-part <br />program to deal with a)"Model "Cities & Redevelopment and b) Housing <br />with the intent to --stop blight in deteriorating neighborhoods. <br />It will be a three-year program, with the "first program year be-. <br />ginning July.lst with funds totalling 3.6 million dollars. -He <br />stated that one of the requirements of HUD was that there be <br />citizen participation in establishing priorities for the dis- <br />bursement of funds., Toward this end thecity has set the dates <br />for four public hearings to be held within the next two weeks" <br />for the purpose of gathering citizen viewpoints. He stated that <br />the task of his office was to determine the needs and priorities <br />in South Bend. He further stated his concern with the western <br />flank of the downtown area, a concern that was over and above any <br />historical concern with',>_1fidividual buildings. <br />Mr. Hojnacki then introduced Ms. Marzy Bauer who will be working <br />to put together the plan.that the Department of Human Resources <br />will:submit to HUD. Ms. "Bauer stated,that.if the Commission wants <br />to be._"included ,in the .city's plan, their request for funds must <br />be tied to a specific activity to be accomplished in the city. <br />She also cautioned that the 3.6 million dollars for the first <br />program year will have to�try to, .accomplish what has previously <br />be -done under Ibdel Cities and other grants totalling over 10 <br />million dollars. <br />7. Committee,-,Reborts <br />a). Budget and Finance Committee <br />There was no report. `A discussion ensued as to whether.or <br />not funds allocated for 197+ could be carried. over into '1975 " <br />if they had not been spent. Ms. Studer stated.that she would <br />check on this. <br />
