The Historic Preservation Commission of South Bend <br />and St. Joseph County, Indiana was established by city and <br />county ordinances to "Survey, identify, plan for, and advise. <br />-1hc Sok+1. 3er.d Cit. Co.y.c� 1 <br />the County Commissioners and the Area Plan Commission con- <br />cerning the designation of historic landmarks and the estab- <br />lishment of Historic,Preservation Districts." Among its em- <br />powered du:U es the Commission was charged to "Promote public <br />interest in historic preservation by initiating and carrying <br />on a public.relations and community education program." Im- <br />plicit in these statements is the task of exploring the com- <br />posite factors ,that have affected, and continue ' to affect, <br />life as it is lived in this locale and making that information <br />available to -area residents. In surveying physical buildings <br />and landmarks, one needs to be able to relate them to the <br />people that.created them, the'society that they were originally <br />a part of, and the environment that they now contribute to. <br />Without a comprehensive view of both the society that created <br />..the structures and the society that has inherited^ther.,a <br />county -wide survey of the external facades of "significant" <br />historical landmarks would be non -historical (i.e. unknow- <br />ledgable about the "story" that is its past) and insignificant <br />(i.e. without relevance to the dynamics of the contemporary <br />situation). <br />We propose to initiate a program which would accom- <br />plish the specific tasks of surveying, identifying, and plan- <br />ning for the designation of sites and districts of historical <br />importance to this county and city.
