The Historic Preservation Commission of South Bend and St. Joseph County, Indiana was established by city and county ordinances to "Survey, identify, plan for, and advise. -1hc Sok+1. 3er.d Cit. Among its em- powered du:U es the Commission was charged to "Promote public interest in historic preservation by initiating and carrying on a public.relations and community education program." Im- plicit in these statements is the task of exploring the com- posite factors ,that have affected, and continue ' to affect, life as it is lived in this locale and making that information available to -area residents. In surveying physical buildings and landmarks, one needs to be able to relate them to the people that.created them, the'society that they were originally a part of, and the environment that they now contribute to. Without a comprehensive view of both the society that created ..the structures and the society that has inherited^ther.,a county -wide survey of the external facades of "significant" historical landmarks would be non -historical (i.e. unknow- ledgable about the "story" that is its past) and insignificant (i.e. without relevance to the dynamics of the contemporary situation). We propose to initiate a program which would accom- plish the specific tasks of surveying, identifying, and plan- ning for the designation of sites and districts of historical importance to this county and city.
