NEW BUSINESS (Cont.) <br />c. continued... <br />heard Mrs. Kolata go through a litany of <br />recitations about housing and industry and <br />business. We have a lengthy resolution that <br />you are going to be asked to sign as <br />Commissioners. I guess I ask you this <br />bluntly: Do you feel comfortable that you <br />know all of the factual findings that you are <br />required to make today, that all of the factual <br />findings that the Redevelopment staff has so <br />carefully and so artfully put into this long <br />resolution, are the facts here to support it? <br />And can you justify making those decisions <br />or are you being simply asked to rubber - <br />stamp the Redevelopment staff's work in <br />acquisition of this land? <br />And I say that to you for this simple reason: <br />we're here talking to you about Mr. and Mrs. <br />Polack's home. The property at 1010 S. <br />Michigan Street has been their home for <br />some 20 years. It's also where Mr. Polack <br />has had his insurance agency for the last 20 <br />years. His daughter Jocelyn took over the <br />agency in 1988. She continues to run the <br />family business there. Mr. and Mrs. Polack <br />still live in the home. Over the past 20 years <br />that they've lived there, they've put in over <br />$100,000 of improvements to the property. <br />Just within the last 4 or 5 years, they took <br />out a bank loan to put a new roof on the <br />building, acquired an empty lot to the north, <br />expanded their parking, knocked down a <br />dilapidated old garage that was on that lot, <br />took out some dead trees and bushes, <br />expanded and landscaped it, and had it for <br />-25- <br />
