✓ South Bend Redevelopment Commission
Regular Meeting - May 21, 1993
6. NEW BUSINESS (Cont.)
a. continued...
prostitutes who have been arrested in this
area. I have swimmers who went to Riley
before 5:30 a.m. It kind of concerns me that
that's the kind of neighborhood that that high
school is in now and will probably continue
to be in. I find the area to be very unstable,
the crime rate is something that I don't need
to talk about: it speaks for itself. Yet, this
Commission and the City are trying to force
the educational system to pay more than it
needs to pay, at least $14,000,000, to build a
new high school in this blighted area. I do
not see how a high school in a blighted,
redevelopment area, is going to increase the
city tax base; a high school in a safer area
would be much more attractive to people who
are buying homes, much more attractive to
people who are going to build new homes,
and, therefore, send their children to our
schools. Just in the Hermitage subdivision
alone, which is directly south of the Jackson
Middle School, within the last year has been
an explosion of new homes. Each one of
those homes will pay $2500 to $3000 in new
taxes. So, I guess my distress with this
whole process has been that this organization
and the City have forced the School
Corporation and the members are all on
record, to make a decision they do not feel is
their best decision for the education of the
children on the south side. The site is
inadequate. There will never be a complete
campus there. There will not be room for
expansion unless we "tear down more of the
safe neighborhood." It just doesn't make a
whole lot of sense to me. There will be
-40-
