This Certification is <br />evidence of satisfaction that the <br />devBlcper has constructed the <br />imp is according to the terms and <br />cmiitions of the Contract for Sale of <br />Lani for Private Development. <br />Mr. Donoho asked, as a point of principle <br />not directly related to this request, if <br />the Commission could withhold a <br />Ce ificate of Conpletion for a project <br />unt'1 the contractors were all paid.
