South Bend edevelopauent Commission <br />Rescheduled I Regular Meeting - December 7, 1990 <br />M <br />d. continued... <br />tlm)ugh its Board of Public Works, has a <br />old Agreement with the present <br />owners of the Palais Royale. The City <br />owns the Morris Civic Auditorium, which <br />uses space in the Palais Royale for the <br />ticInt office, lobby, offices, etc. The <br />Board of Public Works has designated the <br />Redevelopment Commission to act as its <br />rep esentative to seek proposals for <br />arrIdtectural, professional services for <br />the restoration of the Palais Royale and <br />Mortis Civic. <br />The staff would like permission to <br />publish a notice seeking design proposals <br />for both facilities on December 14, 1990, <br />receiving proposals on February 8, 1990. <br />The extended time period between <br />publishing of the notice and receipt of <br />p s would allow ample time for <br />architer-tural firms to tour the building <br />and to submit qualified proposals. <br />Mr. Piasecki asked Mrs. Kolata to explain <br />the Leasehold Agreement. Mrs. Kolata <br />repranded that the City originally had a <br />nin teen year lease with the owners of <br />the Palais Royale for portions of the <br />bui ding that the Morris Civic needed for <br />its operations, as well as for the <br />ballroom. Approximately sixteen years <br />remain on the lease. <br />Mrs. Kolata noted that the Request For <br />s would require that the <br />arctitects go through the building and <br />that, they name all of the firms they will <br />be using for technical assistance. <br />Mrs. Kolata also noted that proposals <br />would be reviewed by Redevelopanent and <br />Engineering staff. We intend to also <br />seek input from the many users of the <br />facilities. Following that process, the <br />pro s in the final consideration <br />would be required to make a personal <br />presentation of the proposal. <br />
