Version 6-8-2017 Task 1 Environmental Document Preparation (AI) The CONSULTANT shall prepare and update the current Categorical Exclusion Level 1 performed as part of Des. No.: 1400637 - Olive Street Road Reconstruction, Prairie Avenue to Railroad South of Tucker Drive. This will require additional information to document that this project and the aforementioned project are being constructed in two phases. The CONSULTANT will be responsible to carry out environmental analyses and develop environmental documents for the project using previous work. The work will be accomplished following all of the relevant Federal Highway Administration regulations and guidance documents as well as all other pertinent and applicable federal and state requirements. All work shall comply with all National Environmental Policy Act (NEPA) and NEPA related regulations and guidelines. The consultant shall follow the Federal Highway Administration (FHWA)/INDOT mental Studies and Categorical Exclusion Manual. The CONSULTANT will be responsible for developing the Public Involvement Plan as it may apply for this AI. The CONSULTANT must work with the District and Central Office staff to ensure compliance with IND public meetings and conducting any necessary public information meetings, Section 106 Consulting Party meetings, engineering coordination meetings, and resource agency coordination meetings. The CONSULTANT will extend previous work and public involvement performed as part of Des. No.: 1400637 - Olive Street Road Reconstruction, Prairie Avenue to Railroad South of Tucker Drive into this project. The C hearings conducted for the project. A public hearing is not included in the services to be furnished. The CONSULTANT will provide other services as directed by INDOT to complete their work excepting those identified items not included in the services to be furnished. Deliverables The completed Environmental Document and/or other studies along with the appropriate number of copies will be transmitted for distribution to the District Local Public Agency Consultant Services Manager. The CONSULTANT will provide copies of all hard-copy and electronic correspondence related to the project if specifically requested to do so by INDOT. Otherwise, the CONSULTANT shall maintain a full record of such correspondence for subsequent review by INDOT at their discretion. The Categorical Exclusion previously prepared for the project first phase is anticipated to be extended under an Additional Information document amending an approved Categorical Exclusion Level 1 on file with INDOT Environmental Services at central office providing oversight and as the approval authority. Task 2 Road Design and Plan Development The CONSULTANT shall prepare preliminary plans from previous work performed as part of Des. No.: 1400637 - Olive Street Road Reconstruction, Prairie Avenue to Railroad South of Tucker Drive. These preliminary plans and estimates of costs shall be in accordance with accepted standards for such work and in accordance with the following documents in effect at the time the plans or reports are submitted: American A-2
