The scope is outlined <br />in the table below: <br />Study <br />Area I — ••PRIORITY) <br />1. <br />Evaluate the conclusions and recommendations of the existing traffic study for the Howard Street <br />(Eddy to SR23) intersection couplet. <br />2. <br />Propose additional / alternative recommendations to the existing traffic study if necessary. <br />3. <br />Investigate the traffic implications to the wider block (Howard Street, SR23, Campeau Street, <br />Francis Street) around Eddy Street Phase 3 as to how the proposed new development will impact <br />the street network and level of service of the intersections within the study area. <br />4. <br />Propose changes or modifications to the existing street network in order to help manage the traffic <br />load generated by new development while ensuring Complete Street Principles are supported. <br />5. <br />Allow for x7 1 hr video conference meetings to be used as needed. <br />a. One meeting will be a presentation to stakeholders dedicated to the recommendations of <br />this study. <br />b. Other meetings can be used as needed to provide guidance to help develop the <br />recommendations in coordination with the local engineering team and the City of South <br />Bend. <br />6. <br />Documentation of the recommendations in a format that can be shared and easily conveyed to <br />others. This could be in the form of a short report with sketches or other types of illustrations. <br />7. <br />Timing — The local engineering team has a completion timeframe of mid -May.
