Ordinance No. <br /> Bill No. <br /> AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br /> INDIANA, FIXING THE ANNUAL PAY AND MONETARY FRINGE BENEFITS OF SWORN <br /> MEMBERS OF THE SOUTH BEND POLICE DEPARTMENT FOR CALENDAR YEARS <br /> 2013 2014 AND 2015 <br /> STATEMENT OF PURPOSE AND INTENT <br /> Pursuant to Indiana Code § 36-8-3-3, T (d), the South Bend Common Council, as the <br /> legislative body of a second class Indiana city, is charged with establishing before November 1" the <br /> annual compensation of all members of the South Bend Police Department. <br /> On May 14, 2012, the South Bend Common Council unanimously adopted Resolution No. <br /> 4179-12 which appointed an agent/chief negotiator for the labor negotiations to work with the City <br /> Advisory Negotiating Team for Police Negotiations. The Council's Agent and the City Advisory <br /> Negotiating Team have been meeting with the Police Negotiating Team representing sworn <br /> members of the Fraternal Order of Police South Bend Lodge No. 36. <br /> The City Advisory Negotiating Team's membership includes Council Member at Large <br /> Karen L. White, 1 ac District Council Member Tim Scott, Council Member at Large Gavin Ferlic <br /> (Alternate), City Controller Mark Neal, Uniform Division Chief Jeff Walters, and Division Chief <br /> for Services Gary Horvath; with Kathleen Cekanski-Farrand serving as the Council's Agent and Ed <br /> Sullivan serving as the Board of Public Safety's Agent. <br /> The Fraternal Order of Police South Bend Lodge No. 36 Negotiating Team includes 3rd <br /> Detail Lieutenant and FOP President Steven G. Noonan, 1" Class Patrolman (Police Special <br /> Crimes) James M. Taylor, 3rd Detail Sergeant Daniel S. Moryl, Ist Detail Sergeant James M. Wolff, <br /> 1St Detail Sergeant William G. Kraus, Sergeant Daniel D. Demler, Jr., Police K-9 Unit, and their <br /> attorney Leo T. Blackwell. <br /> This ordinance sets forth the recommended salaries and monetary fringe benefits to be paid <br /> to sworn members of the South Bend Police Department. It is believed to be in the best interest of <br /> the Police Department, the best interest of the City of South Bend which is fiscally responsible to <br /> the citizens. <br />
