D. Management Plan <br />Introductory Discussion <br />A performing arts center or entertainment district defines its purpose <br />through the development of a mission statement. That is, it says what it is <br />going to be by describing an annual program well enough in advance to <br />achieve the goals and objectives so identified. This mission statement, <br />publicly, takes the form of an annual subscription brochure or marketing <br />instrument. Behind this public expression of "next year's program" is a <br />planning and budget process which specifies the resources - artistic, <br />financial and physical - necessary to achieve these program goals and <br />objectives. Audience development fund raising, bookings, staff review and <br />contracts, management style - decision making and follow through - all are <br />a part of a management plan. <br />A management plan is a way of organizing the process of directing people <br />and resources to carry out assigned activities in pursuit of these goals and <br />objectives. The Board of Directors, staff and volunteers, must be <br />structured effectively and efficiently if a entertainment district is to be <br />successful, <br />In this Report, we attempt to provide a model for stucturing management. <br />We are working with limited yet key resources. They are: A Board of <br />Directors, professional and support staff, volunteers, financial and physical <br />resources. <br />. The Board of Directors <br />The business of the Board of Directors is to set policy, provide adequate <br />funding and to plan ahead. It is the role of the Board of Directors to <br />evaluate programs and function within its own previously established <br />policy. It is always the Board's task to do fundraising. It is always the <br />Board's task to select the executive director and to annually evaluate <br />- 20- <br />
