South Bend
Regular Me.
elopment Commission
- October 27, 1989
6. NEW BUMESS (Cont.)
P,Vi G•74Y10a4141 k!
Whether resulting from fact or fiction,
we have real concerns that the inclusion
of our neighborhood in the Central
Development Area raises the possibility
of encroachment into the residential
nature of our neighborhood. This is not
to say that we distrust the intentions of
our inclusion but rather that future
exigencies may override the best efforts
to retain the residential integrity of
the neighborhood.
The ability of Redevelopment staff to
stimulate use of properties along the
Lincolnway strip is limited, by the
staff's own admission, by the
availability of better properties in
other sections of the Development Area.
Adequate development of these properties,
which have little depth off the street,
may require the encroachment of
commercial zoning into the residential
section of the neighborhood. We find the
wording of the resolution to be
inadequate to assure us that this will
not happen.
Based on this, we the signatories on the
attached pages of this letter request
that the Redevelopment Commission exclude
the entirety of the Edgewater Place
Historic District Neighborhood from
Expansion Area Number 2 as described in
Resolution Number 893.
attached pages contain 75 signatures,
itim over 75% of the residents of
the
Mr. Pimtz recognized Alice Henry of 537
Riv Avenue.
Ms. Henry: My concern is that the
Ccmission would have the power of
emirent domain. And that though at this
particular time we are finding that you
are interested in maintaining our
-7-
