Continued... <br />Secondly, is the question of ownership <br />anc-management. South Bend Heritage is, <br />richt now, considering a for profit <br />entity to manage this property and our <br />estors will become our limited <br />Pa-Itners. The property will be put on <br />th tax rolls, so, we are aware of the <br />fact that the neighborhood right now has <br />become a tax incremental financing area. <br />If we were to develop this real estate <br />and not generate additional taxes, it <br />woL ld not, in fact, be an asset to the <br />tax incremental financing philosophy. <br />South Bend Heritage Foundation is, right <br />meeting with people who manage <br />apartment complexes in the community, <br />specifically for low inc me people, so <br />the t we are certain that when we get <br />im olved in the management side of this <br />prcperty, that we will have sufficient <br />ise to make it a piece of real <br />es to that the Near Westside is proud <br />of . <br />lastly, I'd like to describe how we see <br />the physical development of the <br />construction of this project. We know <br />that the project will be developed in twc <br />phases and the first phase will take <br />plam from Elm, which is the street that <br />you see on the right hand side, to <br />Wal,iut, and that's both sides of the <br />str9et. We are looking at as few as <br />fourteen buildings and as many as twenty, <br />but those buildings will be duplexes, so <br />that represents from twenty -eight to <br />forty units. The second phase will be <br />from Walnut Street, and then further west <br />down to N. Birdsell and could have up to <br />fifteen buildings, or an additional <br />units. As I have mentioned, we <br />see the development of the units as <br />duplex buildings. We see them as having <br />side yards (you can barely detect that <br />when you look at the floor plan up here), <br />but they will have approximately 15 feet <br />bet3ieen each structure, which is common <br />
