Continued... <br />Recevelcpment Commission supported the <br />idea of a Comprehensive Plan and <br />surported the concept of ongoing input, <br />we in the neighborhood, the WWCRP, and <br />South Bend Heritage decided that we would <br />go forward and support the declaration of <br />the redevelopment area. Tonight we see <br />thE culmination of the completion of that <br />fixst condition, the completion of our <br />Ccuprehensive Development Plan. Our Plan <br />presents thoughtful and creative <br />reccamendations to help revitalize our <br />neighborhood, with principle focus on the <br />arE a 's two commercial districts, at <br />Was.hington and Walnut, and along South <br />Chapin Street. Pam's putting the area <br />map back on the projector. I think <br />evExybody knows where these areas are. <br />We refer to them as Target Area A and B. <br />Taiget Area A is the Washington- Walnut <br />area. It's the small, sort of corner, <br />shaded area, pretty much right in the <br />middle of the map, to the above and left <br />of the R in Residential. Target Area B <br />is the Chapin Street commercial area in <br />the 300 block of South Chapin Street in <br />the lower portion of the map. These <br />are as have for too many years been the <br />location of South Bend's most <br />blatant deterioration, disinvestment, and <br />cr3me. The time has come for our entire <br />community to come together and help <br />transform this area into a safe and <br />desirable place to live, work and visit. <br />We believe that our Plan can help lead <br />the way to positive change so that all <br />segments of the South Bend commnity can <br />participate in Mayor Kernan's goal to <br />Mike South Bend the best city of its size <br />in America by the year 2000. <br />lough the principal specific <br />mmiendations of our Plan relate to the <br />aical development for the area, the <br />tP Board is committed to an aggressive <br />ongoing comprehensive revitalization <br />dram.
