Co ssion authorization requested to acc pt proposal for consulting related to East Bank Avenue North and to the East Race. Mrs Kolata explained that this portion of the East Bank Walkway is part of the property to be sold to Can -Am South Bend for their apartment complex. The Comnission retained an easement along the riverbank to continue the walkway. Now that the Can -Am project is moving forward, it is the desire of both the department and the developer to have the walkway constructed simultaneously with the project in order to achieve maximum coo ration between the two parties. Thr e engineering companies, Lawson - Fis er Associates, Clyde Williams and Ass c. and Lumm Engineers, were asked to sub 't proposals for the engineering wor . Only one proposal was received by the June.24, 10:00 a.m. deadline. That was from Lawson - Fisher Associates who indicated that they would design and pro ide a cost estimate within thirty days of the Notice to Proceed. Lawson-Fisher suggested, however, that the Notice to Proceed not be given until the Can -Am designs are far enough along for coordination. The proposed design considerations are: 10 foot wide walkways constructed of concrete with additional width in seating and viewing areas; lighting, railings and benches similar or compatible with other parks in the area; and, that the site developers (Can -Am) determine which trees of value on the riverbank will remain and how the existing bank shall be cleaned and protected.
