South Bend <br />Regular Sc <br />evelopment Commission <br />led Meeting - May 27, 1988 <br />6. NEW BUSMSS (Cont.) <br />c. Co ssion authorization requested to <br />acc pt proposal for consulting <br />related to East Bank <br />Avenue North and <br />to the East Race. <br />Mrs Kolata explained that this portion <br />of the East Bank Walkway is part of the <br />property to be sold to Can -Am South Bend <br />for their apartment complex. The <br />Comnission retained an easement along the <br />riverbank to continue the walkway. Now <br />that the Can -Am project is moving <br />forward, it is the desire of both the <br />department and the developer to have the <br />walkway constructed simultaneously with <br />the project in order to achieve maximum <br />coo ration between the two parties. <br />Thr e engineering companies, Lawson - <br />Fis er Associates, Clyde Williams and <br />Ass c. and Lumm Engineers, were asked to <br />sub 't proposals for the engineering <br />wor . Only one proposal was received by <br />the June.24, 10:00 a.m. deadline. That <br />was from Lawson - Fisher Associates who <br />indicated that they would design and <br />pro ide a cost estimate within thirty <br />days of the Notice to Proceed. <br />Lawson-Fisher suggested, however, that <br />the Notice to Proceed not be given until <br />the Can -Am designs are far enough along <br />for coordination. <br />The proposed design considerations are: <br />10 foot wide walkways constructed of <br />concrete with additional width in seating <br />and viewing areas; lighting, railings and <br />benches similar or compatible with other <br />parks in the area; and, that the site <br />developers (Can -Am) determine which trees <br />of value on the riverbank will remain and <br />how the existing bank shall be cleaned <br />and protected. <br />The proposed scope of services includes a <br />sur7ey of existing conditions, design <br />pl s, specifications, cost estimates, <br />pre ration of bid documents and review <br />of ids, construction supervision, <br />con ract administration, project <br />-4- <br />
