As of 1987, <br />the vacancy rate for dwelling units <br />in the Area is estimated to be over <br />16 %. <br />Over 50% of the dwelling units in <br />the area are substandard. <br />Mr. Nimtz asked if there was any <br />objection to the entering into the record <br />the items Mrs. Kolata enumerated. There <br />was no objection and the items were <br />entered into the record. <br />Mr. Norris summarized the the West <br />Washington-Chapin Development Plan. He <br />noted that this is a general plan. He <br />poi ted out on a map the boundaries of <br />the development area, the location of <br />Target Areas A and B which will require <br />the greatest concentration of time and <br />resources, and the location of areas <br />identified as industrial, commercial and <br />housing conservation areas. <br />A draft canprehensive plan, expected to <br />be ready by June 1988, will address the <br />potential for continued commercial uses <br />along West Washington and Chapin Streets, <br />public works, land use and how the <br />7ent zoning supports proposed land <br />, and means of promoting public safety <br />and public welfare for the neighborhood. <br />He noted that the plan also establishes a <br />Design Review Committee which will be <br />comrosed of four public officials and <br />four neighborhood residents. They will <br />review all potential industrial and <br />c i ercial projects and will serve in an <br />advsory capacity to the Redevelcment <br />Mr. <br />s took this opportunity to <br />express his appreciation to the <br />
