Continued... <br />The South Bend Redevelopment Commission <br />has conducted a study of the West <br />Washington-Chapin Development Area <br />("Area"). Based upon that study and <br />fol owing the other procedures required <br />by I.C. 36 -7 -14 (the "Act ") including <br />pub is hearing conducted this day, <br />pur uant to I.C. 36- 7 -14 -17 and after <br />notice published as requested thereby, <br />the Redevelopment Commission hereby finds <br />that the Area has become blighted to such <br />an extent that such conditions cannot be <br />corrected by the regulatory process or by <br />ordinary operations of private enterprise <br />without resort to the provisions of the <br />Act and that the public health and <br />welfare will be benefitted by the <br />acq.iisition and redevelopment of the Area <br />under the provision of the Act. This <br />finding is based on the following facts <br />fo d by the Redevelopment Commission in <br />its study and hearing: <br />1. <br />2. <br />3. <br />4. <br />5. <br />Of the 900 structures in the Area, 167 <br />(19%) of them are vacant. <br />Thirty -seven percent (37 %) of the <br />properties within the Area are vacant <br />lots. <br />Twenty -two of the thirty -two structures <br />(69 %) identified in a 1987 survey of <br />structures within the current "C" <br />Commercial zoning along West Washington <br />Street in the Area are vacant. Over 50% <br />of these are substandard structures. <br />Six of the fifteen structures (40 %) <br />identified in a 1987 survey of structures <br />within the current "C" Commercial zoning <br />along South Chapin Street in the Area are <br />vacant. Over 50% of these are <br />substandard structures. <br />Between 1970 and 1980 the population of <br />the Area has declined 39% from <br />approximately 4,155 to 2,537 residents. <br />-4- <br />
