Contiinuect .. . <br />Mr. mtz asked if anyone present desired <br />:heard to concerning this matter. <br />Mr. Piasecki asked if the distribution <br />amo is had been determined for the <br />various projects. <br />Mrs. Kolata responded that after <br />establishing the debt service reserve and <br />the other costs incurred by issuing <br />rev nue bonds, approximately 50% of the <br />proceeds will be spent on the Niles <br />Av ue improvements. The Department of <br />Engineering has not completed its plans. <br />Mr. Hunt asked Mrs. Kolata to explain the <br />improvements at Union Station that the <br />City is planning to provide. Mrs. Kolata <br />explained that the City's portion would <br />be to construct the public areas of the <br />station, i.e. lobby, stairway, elevator. <br />The City would enter into a lease with <br />the owner for these areas. <br />Mr. Guentert asked if the plans for Niles <br />Avenue have been approved by the Traffic <br />Engineering Department. His concern was <br />that Niles Avenue is a natural corridor <br />frorr the north side of South Bend to the <br />Plealsant Street area of Mishawaka and <br />that] these improvements are an attempt to <br />chanlqe that. <br />Mrs. Kolata indicated that the department <br />has ceen working closely with the <br />Engi eering Department throughout the <br />design stage. The intent is to make <br />Niles Avenue more of a local street with <br />slower traffic by rerouting the through <br />traffic south on Niles to Cedar Street <br />and Dver to Hill Street which is wider <br />and as traffic lights at all major <br />intersections. <br />Mr. unt noted that the present traffic <br />patt rn on Niles Avenue is actually a <br />misu e of a narrow, local street.
