'ssion approval requested for <br />Res lution No. 818 designating the West <br />Was inaton- Chapin Development Area. <br />Mrs. Kolata asked Dave Norris, Project <br />Manager, to present the Development Plan <br />for the West Washington - Chapin <br />DevE lopment Area. <br />Mr. Norris noted that this development <br />plan is the result of the combined <br />efforts of members of the West <br />Washington-Chapin neighborhood, the City, <br />the Division of.Community Planning and <br />Business Assistance and the Redevelopment <br />Co 'ssion. He also noted that it is a <br />gen ral concept plan and not a specific <br />pl for the area. <br />He outlined the boundaries of the 220 <br />acrE development area on a map. The <br />present population of the area is <br />approximately 2,300 residents. <br />Approximately 37% of the land is vacant. <br />The plan establishes (1) a means of <br />addressing the lack of investment in the <br />neighborhood, (2) a means of directing <br />dev lopment, and (3) a means of insuring <br />quality development in the future. Its <br />four goals are to create a new image, to <br />st' ulate private sector participation, <br />to increase real property tax base, and <br />to Encourage neighborhood participation. <br />Mr. Norris indicated that the first step <br />is to have a market study done for the <br />area. to see if commercial development is <br />viable and what types of businesses would <br />benefit the area most. <br />-14- <br />COMMISSION APPROVED RESOLUTION <br />NO. 817 <br />
