South Bend
Regular Me
7. Presen
elopment Commission
— January 9, 1987
(Cont.)
detail. The fringe area has been divided into
three sub-areas. Sub area A is primarily
residential peppered with vacant lots,
increasing blight and a high level of
under-utilization of both land and buildings.
Sub area B is a mixture of residences, some
commercial and light industrial property, and
some lar er vacant parcels of land. Sub area
C is al st entirely composed of large
industrial/commercial companies. The strategy
in sub-area A is to do major land acquisition,
clearance, relocation and vacation of public
rights-of-way. In sub -area B, the strategy is
to expand and build on the present solid
commercial and light industrial uses, using an
infill s rategy. In sub -area C there is no
change proposed in actual land use, simply an
environmental clean -up of the area. Tax
incremental financing money generated in this
area cou d then be used for the larger
redevelo ent work necessary in the Studebaker
Corridor itself.
The Commission thanked Mr. Pocius for his
Mr. Hunt reported that the third block of
Michigan Street is now opened to traffic. He
also re rted that the Bureau of Traffic and
Lighting is in the process of installing new
parking signs in conformance to the parking
plan dev loped by the Department of Economic
Develor nt in late 1986.
9.
