An Affidavit of Hedy Robinson that a Notice of Public Hearing was delivered to Ms. Joanne Grzeskowiak of the Area Plan Commission, Ms. Maryrose Putz of the Board of Public Works, Ms. Blanche M. Ray of the Board of Zoning Appeals and South Bend Building Department, and Ms. Florence Brown of the Park Department on December 6, 1985 and that a copy of the Notice was posted on the 12th Floor of the County -City building on December 6, 1985. 5. An original copy of the Area Plan Commission's Resolution No. 86, which deals with the subject of the Public Hearing. 6. A certified copy of Resolution No. 1381 -85 of the Common Council of the City of South Bend relative to the subject of the Public Hearing. 7. A copy of Resolution No. 751 of the Redevelopment Commission with a copy of the Development Plan attached. Wi no objection heard, the Chair received the items for Public Hearing and entered them intc the record. Mrs. Kolata explained that Resolution No. 751 amends the South Bend Central Development Area Plan by adding one parcel of property to the acquisition list. The parcel being added is owned by the Greater Christian Tabernacle Church located in the 300 block of West Monroe Street. The Commission has determined that it is necessary to acquire this property in order to pursue the development of the Stanley Cov leski Stadium. Mrs. Kolata noted that the Commission does find that the South Bend Central Development Area is blighted to an extent that cannot be corrected by regulatory process or by the ordinary operations of private enterprise with ut resorting to the Indiana Redevelopment law. Blight is found in the area based on the Findings of Fact that were adopted by the Rede elopment Commission on June 4, 1985, a copy of which is attached to Resolution No. -4-
