Donlon who recently passed away. The staff is recommending that the Commission void the bid sub mi.tted by Mr. Donlon. Ms. Schwartz explained that due to Mr. BID RECEIVED FROM JOSEPH G. No fiction was necessary by the Commission. g. Ccm�iission for Local Ms. Janet Holston explained that the Local Homesteading Program will be basically operating on old Urban Homesteading Guidelines. The Local Homesteading Program wilL provide a mechanism for adding properties to he inventory for the Homesteading Program. The Bureau plans to purchase vacant properties in argeted areas and award them through the lot ery process that is their normal Homesteading procedure. The difference will be that homeowners will have a year to rehab and three years to live in the property. The new Urban Homesteading Program requires that theY live in the home for five years. Also, pro rties under the Local Homesteading Pr ram will be awarded to low and moderate incDme applicants only which is not the case wi Urban Homesteading.
