NEw <br />elopment Commission <br />- February 10, 1984 <br />(Cont.) <br />f. continued... <br />Mr. Hunt explained that Parcels 3 -3 and 3 -4 <br />were parcels previously bid on by Mr. Joseph <br />G. Donlon who recently passed away. The staff <br />is recommending that the Commission void the <br />bid sub mi.tted by Mr. Donlon. <br />Ms. Schwartz explained that due to Mr. BID RECEIVED FROM JOSEPH G. <br />Don on's death the bid is void and any DONLON FOR PARCELS 3 -3 AND <br />necessary completion of the transaction of 3 -4 IN THE EAST BANK DEVELOP- <br />returning any money advanced to the Commission MENT AREA WERE DETERMINED VOID <br />should take place automatically through <br />re lar administrative procedures. <br />No fiction was necessary by the Commission. <br />g. Ccm�iission <br />for Local <br />Ms. Janet Holston explained that the Local <br />Homesteading Program will be basically <br />operating on old Urban Homesteading <br />Guidelines. The Local Homesteading Program <br />wilL provide a mechanism for adding properties <br />to he inventory for the Homesteading Program. <br />The Bureau plans to purchase vacant properties <br />in argeted areas and award them through the <br />lot ery process that is their normal <br />Homesteading procedure. The difference will <br />be that homeowners will have a year to rehab <br />and three years to live in the property. The <br />new Urban Homesteading Program requires that <br />theY live in the home for five years. Also, <br />pro rties under the Local Homesteading <br />Pr ram will be awarded to low and moderate <br />incDme applicants only which is not the case <br />wi Urban Homesteading. <br />Upo a motion made by Mr. Piasecki, seconded <br />by Mr. Donoho and unanimously carried, the <br />Lo 1 Homesteading Program Guidelines were <br />Mrs. <br />on J <br />the <br />_ata explained that at the last meeting <br />iry 27, 1984, the Commission authorized <br />:rtising of bids for Disposition Parcel <br />LOCAL HOMESTEADING PROGRAM <br />GUIDELINES WERE APPROVED <br />PROGRESS REPORTS <br />
