10
Detailed Scope of Work‐ Though three options have been given for 32 of the
windows and two options have been given for the porch floors our preference
would be the Window Alternate 1 (Window Paint Removal/ Jamb Liner‐ Historic
Preservation Required) and Porch Deck Replace‐ T&G. The other options are
provided in case these options are too costly. When this project goes out for bid
the jamb liners will be these or a comparable product.
SHPO (Approval) Letter 6020 Hohman‐ this is the approval letter for another
property that was deemed eligible for inclusion in the National Register of
Historic Places and jamb liners were approved. I can send you a copy of the
SHPO Submittal if you need that as well.
Pictures of all four elevations and close‐ups of unique components

Please let me know if you need anything else. Once you confirm there is nothing else we
need I can call your cashiers office to pay the $20 application fee.

Thank you,

Justin Tyrrell
Manager of Lead Programs
Indiana Community Action Association
1845 W. 18th Street
Indianapolis, IN 46202
Phone: 317‐638‐4232

From: Elicia Feasel <efeasel@southbendin.gov>
Sent: Thursday, January 23, 2020 3:20 PM
To: Justin Tyrrell <jtyrrell@incap.org>
Cc: Adam Toering <atoering@southbendin.gov>
Subject: RE: 713 W. LaSalle Ae. South Bend

Okay, that provides clarity. Please proceed with a COA application (and checklist on
page 3), keeping in mind the deadline and meeting dates. Most aspects of this project
are eligible for Administrative Approval but windows will go to the Commission for
public hearing. Itemize all exterior changes only, please do not include interior details in
the application submission. Please share examples of approvals given by the Indiana
DHPA for jamb liners. Will this project also be reviewed by DHPA as it in in the West
LaSalle National Register District?

From: Justin Tyrrell <jtyrrell@incap.org>
Sent: Thursday, January 23, 2020 12:39 PM
To: Elicia Feasel <efeasel@southbendin.gov>
Cc: Adam Toering <atoering@southbendin.gov>
Subject: RE: 713 W. LaSalle Ae. South Bend

Elicia,

Our spec does not call for the sash’s and the jambs to be fully stripped of lead paint,
only the friction and impact surfaces of the sash and the window troughs. To strip all
components would be much more expensive and most likely lead to us having to defer
this home. The installation of jamb liners will cover the unstripped jambs make these
windows more functional and energy efficient. As I mentioned in a past email this
