CITY OF SOUTH BEND OFFICE OF THE CLERK <br /> (4,000) square foot building. The property is zoned Mixed Use, but because of the way the <br /> ordinances are for the City of South Bend, the drive-thru requires a special exception. The bank is <br /> a permitted use. We went through the Area Board of Zoning Appeals to request that with some <br /> variances that I discussed earlier with Council. Assuming that we would receive approval for the <br /> special exception, the next step would be to go ahead and do the engineering work and actually <br /> build the structure. The reason the site is so unique, and we had talked about this earlier, is because <br /> there is a lot of utilities that we had to work around on this particular site with the relocation of <br /> South Bend Avenue and State Road 23, and if we would have had to relocate those utilities it <br /> would probably have been in excess of 1 million dollars of monies. There are a lot of the utility <br /> service in the Eddy Commons area and some of the residential areas, so we worked around those <br /> particular environments. We also gave Council a letter from the church which is directly next door, <br /> and as part of what we're doing here is we're helping to also provide access to their gravel parking <br /> lot and will probably go into a sub-division procedure and put in an egress easement that will <br /> permanently put that in place as well. If you have any questions for me, I'd be glad to answer them. <br /> Committee Chair Dr. Oliver Davis opened the floor to anyone from the public wishing to speak <br /> either in favor or opposition to Bill No. 19-55. <br /> Margarite Taylor, 714 E. Corby Blvd, South Bend, IN stated, I am a member of First AME Zion <br /> church, which is the church that you've talked about. We've had several meetings on this project. <br /> So, saying that we like the project has been a long process, but we think that it will benefit not <br /> only the church, but the neighborhood. Thank you. <br /> Committee Chair Dr. Oliver Davis turned the meeting back over to the Committee for a vote. <br /> Committeemember Gavin Ferlic made a motion to send Bill No. 19-55 to the full Council with a <br /> favorable recommendation.
