The final <br />Chan e is that mobile homeowners are now considered <br />as h meowners as opposed to renters. The remaining <br />guid lines will remain the same. This program is 6 <br />years old and has been really successful. We are <br />fort nate in that we have $75,000.00 to acquire <br />property this year. <br />Mr, McMahon recommended that Paragraph 5 be amended <br />to reflect that any agreement negotiated between the <br />homesteader and any home improvement contractor to <br />perform rehabilitation work will contain a provision <br />that the homesteader sign a certificate of completion <br />following an inspection by the Bureau of Housing before <br />the final payment be made. Also, that all contracts <br />between the homesteader and any home improvement con- <br />tractors be required as a no lien contract and that the <br />homesteader pay any debts incurred for work or supplies <br />connected with rehabilitation. It basically puts a no <br />lien provision in the rehabilitation contract. <br />Ms. Baumgartner stated that 12 houses are currently <br />being offered. The vast majority of them are FHA, or <br />private repossessions and foreclosures. We have pur- <br />chased 5 houses locally. To date we have had a total <br />of 140 houses and only 2 have dropped out of the pro- <br />gram. <br />Upon a motion by Mr. Robinson, seconded by Ms. Auburn <br />andunanimously carried, the Homestead Guidelines as <br />amended were approved. <br />n. Commission approval requested for adoption of Home <br />Improvement Loan Program Guidelines. <br />Mr. McMahon requested that this item be tabled until <br />the next Commission meeting. <br />o.
