He is going to be collecting <br />and analyzing data and information on home mort- <br />gages as part of our efforts to move forward on <br />a mortgage revenue bond issue here in South Bend. <br />Secondly, he will be inventorying all of our <br />existing businesses in the City with respect to <br />their standard industrial classification, number <br />of employees, etc. Lastly he will assist us in <br />our continued work in the Studebaker Corridor in <br />preparing a plan for that area. <br />Upo a motion by Mr. Piasecki, seconded by Mr. <br />Don ldson and unanimously carried, the contract <br />wit Thomas J. Chomyn was approved. <br />k -1. Com ission approval requested for Resolution No. <br />659, approving the fair market re -use Value of land <br />within the Monroe - Sample Development Area. <br />Ms. Kolata explained that the resolution sets <br />the fair market re -use value for Disposition <br />Parcel No. 12 and includes rehabilitation and <br />improvement of the existing building on the site. <br />Mr. Nimtz: Do I hear a motion to adopt Resolution. <br />No. 659. <br />Upor a motion by Ms. Auburn, seconded by Mr. Donaldson <br />and unanimously carried, Resolution No. 659 was ap- <br />proved and the staff was authorized to publish the <br />Notice of Intended Sale with receipt of bids at 10:00 <br />a.m, on May 10, 1982. <br />m. Commission approval requested for adoption of Home- <br />stead Guidelines. <br />Ms. Baumgartner explained that this is the program <br />where we acquire vacant properties and transfer them <br />to Eligible individuals for a purchase price of $1.00. <br />In Exchange they agree that they will rehabilitate the <br />how a in one year as well as live in it for 3 continuous <br />years. They then receive title to the property. These <br />gui elines outline clearly the type of properties that <br />can be acquired, the requirements for applicants, how <br />the applicants are reviewed, how the final homestead <br />selections are made, and what type of employment they <br />must fulfill in order to secure a homestead.
