Mr. Childs sub- <br />mitted a letter to the Department stating that he re- <br />vie vied the plans and inspected the building on April 1 <br />and 8, 1982. He states that the garage and atrium have <br />beer completed and the building shell of the bank, in- <br />clu ing mechanical systems, is also completed. The <br />wort remaining in the bank consists of tenant improve- <br />men is and will not be finished until the space is <br />lea ed. It was Mr. Childs' opinion that the building <br />is substantially complete and is in substantial con- <br />formance with the information shown on the plans and <br />in the specifications. <br />Mrs Kolata stated that the Certificate of Completion <br />con ists of two documents. The first certificate is <br />the standard redevelopment document, and the second <br />contains language requested by FBT Bancorp, Inc. that <br />is iiecessary for the closing of their permanent <br />financing. <br />Upon a motion riiade by Mr. Robinson, seconded by Ms. <br />Auburn and unanimously carried, the Certificate of <br />Com letion for FBT Bancorp, Inc. was approved. <br />7. PROGRES$ REPORTS <br />Mrs. Ko ata reported that the Department of Housing <br />and Urban Development monitors have just completed an <br />intensi a monitoring of the city's Community Development <br />activit es and were very pleased with the way we are <br />operating our programs. The monitors were particularly <br />pleased with activities at the Bureau of Housing. <br />Mr. Charles Jurtin presented a letter to the Commission <br />asking hat the local policy on requiring prevailing <br />wage for housing rehabilitation be revoked. He stated <br />that he found it very difficult to meet the wage re- <br />quirements and still have a bid of less than $11,000. <br />Mrs. Ko ata explained that our housing rehabilitation <br />program are being revised and the $11,000 limit would <br />probabl be replaced by a limit based on the appraised <br />value o each property. <br />Mr. Th of <br />Bockaj, <br />mission <br />ias Hickey of Aardvark Construction, Mr. Ray <br />and Mr. T.
