South Bend jedevelopment Commission <br />Rescheduled Regular Meeting October 23, 1981 <br />6. NEW BUSIINESS (continued) <br />d. Co ission approval re nested to adopt revised -Non- <br />Pro it Grou Rehab Guidelines in accordance with <br />recommendation of Mrs: Kathrvn'Baumgartner. <br />Director; Bureau of''Housinc <br />Mrs. Baumgartner explained that we are requesting <br />the target area restriction be removed from the <br />congregate home portion of the Non- Profit Group <br />Guidelines. Two years ago -a provision was placed <br />in the guidelines that congregate homes would be <br />eligible to participate in this program. There <br />are a few congregate homes in South Bend, and we <br />have recently been approached by Phoenix House. <br />(A congregate home is described as a special <br />public home where people reside, not in terms of <br />a fa ily, but because of a special need. Mostly <br />it is a half -way house, i.e., drugs, run away.) <br />We d� not want the program restricted to a certain <br />areal, but available city -wide. <br />On a motion made by Mr. Donaldson, seconded by Mr. <br />Cira and unanimously carried, the request to adopt <br />revised Non- Profit Group Rehab Guidelines was <br />approved. <br />e. Commission approval <br />urc ase price for <br />Sample Development <br />requested for an increase in <br />arcel No: 16 -23 in the Monroe- <br />rea. <br />Mrs. Kolata explained that Parcel No. 16 -23 has gone <br />to c ndemnation and the Court - appointed appraisers <br />came back with an appraisal amount $200.00 more than <br />what we had offered originally. There is a house on <br />the property and the people will settle for the court - <br />appo'nted appraisal amount. <br />On a motion made by Mr. Donaldson, seconded by Mr. <br />Cira and unanimously carried, the requested $200.00 <br />incr ase in the purchase price for Parcel 16 -23 was <br />appr ved. <br />C. <br />REVISED NON- PROFIT GROUP <br />REHAB GUIDELINES WERE <br />ADOPTED <br />INCREASE IN PURCHASE PRICE <br />FOR PARCEL NO. 16 -23 IN <br />MONROE- SAMPLE DEVELOPMENT <br />AREA APPROVED <br />
