In my assessment of the situation at that time, I was of the opinion that, in the absence of some substantial develo ment being imminent, the City could afford the time a d effort necessary to pursue a concerted effort to savq the structure. Over the course of the ensuing two years, the Commis- sion, its staff and I have made a series of attempts to eff ct the restoration of this building. Proposals fora vide variety of projects, ranging from simple office renovation to hotel development to office and retail condominiums have been studied and found to be impossible to practically implement. Our restoration effort have not been successful to date. Recently TRANSPO received news of a Department of Trans- portation award for their much talked about terminal in downtown South Bend. As a result of discussion of recent weeks, it has become apparent that, in light of the anticipated staged development of the Century Mall blocks, the mo t logical location for their new facility is the northw st corner of the Century Mall properties. In light of these developments, I am regretfully request- ing that the efforts to save the Odd Fellows Building be abandoned, that the structure be razed and that the Re- development Commission immediately pursue the transfer of this; and adjacent properties to TRANSPO so that they may pr Geed with their long- awaited facilities.
