Certificate of Completion. <br />Mr. Hill explained that the three documents being con- <br />sidered are related to RAHN Properties' timetable for <br />converting their construction loan to permanent fin- <br />ancing. <br />The Certificate Regarding Joint Development Agree- <br />ment, Joint Operating Agreement and UDAG Grant states <br />that the City has done all of the things that are re- <br />qui ed by the Agreement with the exception of the <br />wal way which is specifically deferred in the Agreement. <br />The Lessor's Certificate states that the ground lease <br />with RAHN Properties is still in full force and effect, <br />that there is no default and RAHN has constructed the <br />improvements called for in the lease. <br />
