PUBLIC HEARING <br />a. Pub is hearing on the East Bank Deg <br />Areo and Commission Resolution No: <br />lopment <br />Mr. Nimtz declared the meeting open concerning <br />the Public Hearing on the East Bank and Commis <br />sio Resolution No. 632. <br />Mr. McMahon presented the Commission with the <br />following items and asked that they be entered <br />intD the record: Original Notice of Public <br />Hearing; Affidavit of Proof of Publication from <br />the South Bend Tribune and Tri- County News; <br />Affidavit that notice was delivered: to Area <br />Plan Commission, Board of Public Works, Board <br />of Zoning Appeals, Building Department, Park <br />Department and that notice was posted on the <br />bulletin board of the Board of Public Works; <br />Area Plan Commission Resolution No. 55; a <br />certified copy of Resolution No. 860 -81 of the <br />Com on Council, City of South Bend, and a copy <br />of Resolution No. 632 of the Redevelopment <br />Com ission with a copy of the Development Plan <br />att ched. <br />Mr. Nimtz recognized and received the various <br />legal notices, publications, affidavits and <br />oth r documents and ordered them entered into <br />the record. <br />Mr. McMahon explained that this resolution was <br />on inally adopted by the Commission on January 16, <br />1981, and that it pertains to declaring and estab- <br />lis ing the East Bank Area an Allocation Area for <br />pur oses of Tax Incremental Financing. As every- <br />one is aware, we are currently pursuing the <br />establishment of the tax incremental mechanism in <br />Indiana. We hope to utilize that vehicle for fund- <br />ing assistance in the East Bank area. The Resolu- <br />tion has gone to the Area Plan Commission and the <br />South Bend Common Council and to our knowledge <br />there have been no negative remarks made at either <br />of those two previous hearings, and both bodies <br />hav chosen to act in support of our action in <br />thi regard. <br />-3- <br />THERE WERE NO COMMUNICATIONS <br />TO PRESENT TO THE COMMISSION <br />
