Ellison continues... <br />of the year that the public <br />sector, the Commission, the Mayor's <br />Office, and the City in general is <br />in the position to act as the master <br />developer of the Century Mall Project. <br />W thin that context it is important <br />aid appropriate that the public <br />sector have the resources to understand <br />a 1 the economics that are involved. <br />Secondly, it is important for us to <br />provide a certain amount of leader- <br />ship to push the deal along. Cities <br />historically are not experts in retail. <br />We do not really understand the nickels <br />d dimes of retail econimics nor do we <br />really understand fully the details of <br />a rracting certain types of retailers <br />d appropriate retail mixtures. <br />About a month or so ago we undertook <br />some discussions with a number of <br />retail leasing consultants. As a <br />result of that some discussions took <br />place with four firms of which Baird <br />& Warner was one. Some background <br />checking was done on each of the firms <br />to try to determine to what extent they <br />had been involved in downtown before <br />d to what extent they they had been <br />involved in unique retailing situations; <br />situations that are not of the standard <br />shopping center chain store variety. <br />Based on that process Baird & Warner <br />emerged as the best party to enter into <br />this arrangement. The arrangement <br />calls for Baird & Warner to review <br />existing studies and other data <br />that is available and includes <br />primarily the Rouse study and certain <br />o her information that is requested. <br />eir objective is not to redo the <br />Rouse study, but rather to reverify <br />it. I should point out that this <br />effort of the leasing consultant <br />provides certain expert advice <br />which could have been provided by <br />R Intemplated use and in fact it might have been <br />c in the beginning. <br />19 <br />
