PUBLIC HEARING <br />a. contfinued... <br />Mrs. Kolata I would like to summarize that the <br />area we are looking at extends from Jefferson <br />Boul vard on the south, from Sorin Street on the <br />nort , the river on the west, and till Street on <br />the ast. As stated in our Resolution of Octo- <br />ber 3, the area has become blighted and con <br />diti ns can not be corrected by the regulatory <br />proc ss or by ordinary operations of private <br />ente prise as evidenced by its current condi- <br />tion <br />The irea is roughly 52 acres, excluding public <br />righ -of -way and streets. Of that 52 acres, <br />47% f the land currently is vacant. It has been <br />zone "D" light industrial since 1922 and at one <br />poin it was heavily used as light industrial, but <br />its ise has decreased over the years and buildings <br />have been demolished. The declining industrial <br />population has had an adverse effect on what resi- <br />dential population has been in the area. Since 1960 <br />the opulation of the area has declined from 262 to <br />57, qhich is a decline of 78 %. Also, the number of <br />households has declined from 130 to 21 for a decline <br />of 84'110. There are currently 86 structures in the <br />area of the 86 approximately 25% are deficient <br />requiring varying degrees of repair. When we say <br />degr es of repair, I am only considering those that <br />have some structural problem and need some correction, <br />and that if the problems are not corrected the build- <br />ing nay require demolition. I am not referring to <br />merely cosmetic items. <br />Beca se of its current conditions, the land does <br />not generate much in the way of tax revenue for the <br />City. Currently the total assessed valuation for <br />the area is $1,701,730, and at the current tax rate <br />of 13.463 per hundred we are bringing in $178,052 <br />per ear in taxes which comes out to about $3,300 <br />or $ ,400 per acre in taxes. <br />As y u can see, within a half mile of the downtown <br />area we have a large area that is greatly under <br />utilized. We believe by redeveloping the East Bank <br />Area the land use will be increased, the tax base will <br />be increased, and this will be of public benefit to <br />the bublic health and welfare. <br />19 <br />
