We have had a number <br />complaints from contractors who say <br />ey don't know how he arrives at these <br />ices. <br />. Cira: He has done work for us before <br />sn't he? <br />Baumgartner: As a plumber, not a <br />cal contractor. <br />. Cira: Why have bids if you are not <br />ins to award the contract to the lowest <br />s. Baumgartner: If the bid is 20% <br />wer than our cost estimate, then <br />viously the contractor would have to <br />t corners and we would not allow the <br />rners to be cut in order to qualify. <br />Cira: If you allow him to cut corners <br />he does so, then he should be thrown <br />but I think he is entitled to the <br />rtunity. <br />Mrs. Baumgartner: We have a responsibility <br />to businessmen and if we can evaluate <br />the fact that it is impossible to do <br />the job at a certain price, then what <br />iE the purpose of evaluating this? <br />We would be letting them cut their <br />oin throats and we have a responsibility <br />to the contractor. We have had a number <br />of contractors who have bid quite a <br />bit under our cost estimate and have <br />g ne bankrupt and have had disastrous <br />b mess problems because we did not <br />e aluate their bids. <br />13 <br />
