COMMUNIC,TIONS (continued) <br />Mr. Ellison: Mr. Chairman, the staff requests <br />guid nce from the Commission as to whether one <br />of tie buildings we now own which is vacant in the <br />mall project area should be made available to this <br />orga ization for the purpose described in the letter. <br />Mr. imtz: Has this been discussed with our legal <br />coun el? <br />Mr. :utler. lison: No, I have not discussed this with <br />Mr. <br />Mr. imtz: I believe it would be desirable to draw <br />people downtown. My concern is the liability which <br />is i volved. <br />Mr. Butler: I believe that the March of Dimes should <br />provide us with a certificate of insurance naming the <br />Department of Redevelopment with the City of South Bend <br />as co-insured along with them. I don't believe we should <br />be worried about hazard insurance for the building. I <br />woul suggest a million dollar coverage for personal <br />inju y, and $300,000 for property damage. <br />Mr. imtz: What is HUD's policy or regulation concerning <br />a si uation as this? <br />Mr. llison: I don't believe this is a matter in which <br />HUD as any concern. There are no regulations that I am <br />awarE of which prohibit us from leasing this building. <br />Mr. Robinson: They say they need the building as soon <br />as possible to begin constructing. What do they mean <br />by constructing? <br />Mr. llison: I presume they plan to make the building <br />safe and also to do the internal construction which is <br />necessary to operate a haunted house. <br />Mr. obinson: I feel that they should be granted their <br />request providing all work done on this building meets <br />the requirements of the Commission, and that there be <br />a prevailing wage rate established for all their personnel. <br />Ms. Auburn: Does this mean that volunteers of the foun- <br />dati n cannot volunteer labor? <br />Mr. <br />Vol <br />)binson: I don't believe they are going to have <br />Leers for the rennovation of the building. <br />-5- <br />
