Assistant City Engineer <br />SUBJECT: Agenda Request — Title Sheet and Request to Advertise <br />119-113 CSO 003 Backwater Valve Replacement <br />DATE: February 3, 2020 <br />The Division of Engineering and Division of Utilities request the Board of Public Works <br />approval of the Title Sheet and Request to Advertise for the subject project. <br />Background <br />CSO 003 has an aging set of 60" diameter duck bill style backwater control valves that <br />have experienced problems in recent months and have failed. The elastomer has relax <br />and the valves are no longer keeping their rigid shape to insure that river water does not <br />back flow into the CSO 003 chamber. <br />The current designs considered for the replacement of the backwater valves are (1) a <br />replacement in kind with two new TideFlex Valves or (2) a different solution which would <br />sue a composite gate product called Coplastix from Alfa Laval. Both alternates will be <br />priced in the Bid Package. <br />Proposed dates for advertising are as follows: <br />Friday, February 21, 2020 <br />Friday, February 28, 2020 <br />Bid Opening shall be March 10, 2020. <br />The new MWBE-DBE ordinance and goals will be set at 5.00% per discussions with <br />Legal and Diversity Compliance and Inclusion on 01/30/2020. <br />Project award is anticipated at the March 24, 2020 meeting. Construction would begin <br />in late Spring or early Summer 2020 depending on the procurement schedule for the <br />large valves / gate products. <br />The funding source for this contract shall be the Division of Utilities, Organic Resources <br />"Contractual Services Other" account 641-0630-793-63-35. <br />If there are any questions, please contact Al Greek at (574) 271-4210 at the Division of <br />Utilities or Jacob M.
