Existing approaches near the intersection will be evaluated to determine if access can be better <br />controlled by eliminating any approaches while not negatively impacting the use of any business. <br />Approaches will also be reduced in size to meet current City standards as appropriate. Sidewalks <br />within the project area will be replaced where they are in poor condition or as needed to improve <br />walkability and pedestrain access near the intersection. <br />A bus shelter will be included in both the eastbound and westbound direction with the exact <br />location coordinated with the City. <br />Lighting will be included along Lincoln Way within the project limits. Pedestrian level lighting is <br />aniticipated from Freemont Street to Elmer Street and roadway level lighting from Elmer Street to <br />Obrien Street. <br />The corridor will be evaluated for landscape improvements including trees and shrubs. The <br />existing vegetation will be evaluated and additional vegetation will be proposed to either replace or <br />supplement the existing trees and landscape. <br />Signage and striping within the project limits will be reviewed and replaced as necessary. <br />The existing traffic signal detection loops will be replaced with a FLIR detection system as well as <br />APS pedestrian push buttons. The improvements will be coordinated with City of South Bend <br />Traffic and Lighting for determination of existing signal equipment and the need for replacement of <br />the signal controller. The condition and location of the existing poles, mast arms, and signal heads <br />will be evaluated and are not anticipated to be replaced unless necessary. Traffic through the <br />intersection is understood to operate at a sufficient level of service and a study or modifications to <br />signal timing is not included in this project. <br />A1.02 Preliminary Design Phase <br />A. After acceptance by Owner of the Report and any other deliverables, selection by Owner of a <br />recommended solution and indication of any specific modifications or changes in the scope, extent, <br />character, or design requirements of the Project desired by Owner, and upon written authorization <br />from Owner, Engineer shall: <br />Prepare Preliminary Design Phase documents consisting of final design criteria, preliminary <br />drawings, outline specifications, and written descriptions of the Project. <br />2. Provide necessary field surveys and topographic and utility mapping for design purposes. <br />Utility mapping will be based upon information obtained from utility owners. <br />3.
