South Bend Redevelopment Commission <br />Regular Meeting - June 16, 1978 <br />Page 7 <br />5(c) Con�tinued- <br />Mr. Napoli: No, I don't think that is going to solve it at all. The <br />point that I get is that people drive around and around the building <br />looking for a space to open up. <br />Ms. Derbeck: Sometimes I give up and go home. <br />Mr. Napoli: Also, people resent having to pay a parking fee to use their <br />tax - supported facilities on a regular basis. I can see people having to <br />pay a parking fee when they come down town to the County -City Building <br />to pay their taxes once a year or whenever they come, but if you want <br />to come down to your library every week and you have to pay a parking fee <br />and it is a tax - supported facility, then free parking should be provided <br />som where for people who want to use that facility on a regular basis. <br />Tha is my feeling and that is the kind of feeling I am getting from other <br />people. <br />Chair: I am sure that you have been brought up to date on the history of <br />when the library was built there the controversy about whether to build <br />there or outside the downtown area. I am sure yoahave been told those <br />stories. <br />Mr. Napoli: Yes, I read through the newspaper articles and I read about <br />the controversy. You see, that happened at a different time in the <br />history of the downtown and a lot of old library administrators at that <br />time felt that public parking was the business of government, it was not <br />the business of a public library and the government should take care of <br />it. My feeling is that if the library doesn't take care of its own park- <br />ing, no one else will. <br />Motion was then made by Mr. Wiggins to extend for two years the deadline <br />to begin and complete the construction of the parcel of land south of <br />the Main Library, motion was seconded by Mr. Robinson and carried. <br />Mr. Nimtz congratulated Mr. Napoli and Mr. Napoli then introduced his <br />asspciate who was present, Mr. Hugh Warren, Administrative Assistant. <br />Mr.lNimtz thanked them both for coming. <br />(d)l Commission approval requested for corrected 312 Loan Application for <br />the following! (original application was approved 5 -19 -78 for $5,450.) <br />Dale E. & Joan Teter $5,850.00 18 /SOU- 2/27/1 -77 -78 <br />152 N. Albert St. <br />South Bend, Indiana 46619 <br />Motion was made by Mr. Wiggins, seconded by Mr. Donaldson, to approve <br />corrected amount of 312 Loan Application for Dale E. & Joan Teter, from <br />$5,450.00 to $5,850.00, which was originally approved at the Commission <br />meeting of May 19, 1978. HUD requested a new application with correct <br />loan amount when the clerical error was noted. Motion was carried. <br />
