The point that I get is that people drive around and around the building looking for a space to open up. Ms. Derbeck: Sometimes I give up and go home. Mr. Napoli: Also, people resent having to pay a parking fee to use their tax - supported facilities on a regular basis. I can see people having to pay a parking fee when they come down town to the County -City Building to pay their taxes once a year or whenever they come, but if you want to come down to your library every week and you have to pay a parking fee and it is a tax - supported facility, then free parking should be provided som where for people who want to use that facility on a regular basis. Tha is my feeling and that is the kind of feeling I am getting from other people. Chair: I am sure that you have been brought up to date on the history of when the library was built there the controversy about whether to build there or outside the downtown area. I am sure yoahave been told those stories. Mr. Napoli: Yes, I read through the newspaper articles and I read about the controversy. You see, that happened at a different time in the history of the downtown and a lot of old library administrators at that time felt that public parking was the business of government, it was not the business of a public library and the government should take care of it. My feeling is that if the library doesn't take care of its own park- ing, no one else will. Motion was then made by Mr. Wiggins to extend for two years the deadline to begin and complete the construction of the parcel of land south of the Main Library, motion was seconded by Mr. Robinson and carried. Mr. Nimtz congratulated Mr. Napoli and Mr. Napoli then introduced his asspciate who was present, Mr. Hugh Warren, Administrative Assistant. Mr.lNimtz thanked them both for coming. Albert St. South Bend, Indiana 46619 Motion was made by Mr. Wiggins, seconded by Mr. Donaldson, to approve corrected amount of 312 Loan Application for Dale E. & Joan Teter, from $5,450.00 to $5,850.00, which was originally approved at the Commission meeting of May 19, 1978. HUD requested a new application with correct loan amount when the clerical error was noted. Motion was carried.
