Mr. Brownell described Change Order #1 to Contract No. SECD2 /PR /CS -6/45 <br />with Slatile Roofing & Sheet Metal Co., Inc. for an increase in contract <br />price of $250.00 (for an amended contract total.of $7,300.00). The <br />c anae order called for an addition of three rear steps. Mr. Kenneth <br />S hailer explained that the present steps were wood, and the bottom <br />step is falling off creating a safety hazard for the occupants. <br />Mr. Robinson asked how the top two steps were. Mr. Schaller said that <br />the stringer on the side was also worn. Mr. Robinson asked when it was <br />inspected from the time of inspection and that this should be corrected. <br />Mr. Schaller said that it was in November 1976. Mr. Robinson asked if <br />it was proposed to place pre -cast concrete for the steps, upon which <br />Mr. Schaller replied "yes ". Mr. Robinson moved approval, seconded by <br />Mr. Donaldson, and carried. <br />b. Mr. Brownell described Change Order #2 to Contract No. SECD2 /PR /CS -7/54 <br />with Slatile Roofina & Sheet Metal Co., for an increase in contract <br />price of $375.00 (for an amended contract total of $5,075.00). This <br />change order called for repairing cracks in the walls of a bedroom and <br />to paint the walls and ceilings two coats. Mr. Robinson asked if this <br />was another chance order that was inspected in 1976, upon which <br />Mr. Johnson replied, "Yes, this was in the original contract, which we <br />had to rescind." Mr. Robinson asked: "Why weren't the inspections up <br />to date since it coincided with construction? It seems as though no <br />i provements have been made." Mr. Keith Cri.ghton said: "The change order <br />problem is a necessity of rehabilitation no matter what type of program <br />you have. There is no way around this, we are not dealing with new <br />onstruction, we are not dealing with industrial, commercial work; we <br />are dealing with homes and the people within them. It would be nice if <br />I had the manpower to do inspections for a week or two weeks before they <br />were advertised, but it is physically impossible. The fact is, I lost three <br />employees this year. It is very difficult for us to help over 400 families <br />a year with an inspection team of one or two in the field and try to do <br />progress inspection, and a final inspection preparing specifications <br />all in time. The change orders are an absolute inevitability in the <br />program, in fact, there is no way around it." Mr. Robinson stated that <br />he was contesting the fact that at one time the Commission was told that <br />with the new innovation and the new ideas that were going to proceed, <br />that we are not going to have any more problems. Mr. Crichton went on to <br />say, "This year we have had, in terms, a number of change orders increasing <br />in contract costs. We have had only 24, and this is out of a total of <br />00 contracts; I don't think that is too bad, do you ?" "Not in the <br />ace of it, no ", replied Mr. Robinson.
