When all the hearing is completed the Redevelopment Commission will take final action either confirming, modifying and confirming or rescinding the declaratory resolution. We also have the problem of the approval of MACOG and the environmental considerations. Hopefully, by September 30, 1977, we can have the plan ready to e either proclaimed or concurred in by HUD depending on HUD's decision of a Major or Minor change. We hope we can get appraisals and proceed to determine a fair price and begin acquisition without any undue delay. We anticipate acquisition, relocation and demolition could be acc mplished within nine (9) months to a year after approval either by oncurrence or proclaimer. Disposition would take place after reuse appraisals were obtained and bids received and highest and best bid accepted." Ms. Derbeck questioned whether it.was possible to accept bids before land was acquired and cleared. Mr. Brownell replied that bidding before land was acquired was not possible, and Mr. Butler stated that our legal opinion is that it is not possible. Mr. Brownell stated that it is possible to accept bids after land is acquired but not cleared and Mr. Butler concurred this was possible, as this was done previously. Mr. Wiggins stated that action by the Commission today puts the next ci desion in HUD's hands for action on Tuesday, August 16, 1977. Mr.4uld mtz added that this Staff and legal counsel report indicates that we proceed and approve Resolution 540. Res lution 540 as presented and discussed, and considered to and by the Commission was moved adopted by A.
