4. ICOMMUNICATIONS, Continued <br />b. Letter from James E. Armstrong, Area Director of HUD, Area <br />Office directed to Mr. Brownell, Re: Audit Report, Project <br />Ind. R -57, accepting audit report and requesting we complete <br />and closeout papers and memorandum of agreement. Mr. Brownell <br />said "The proposed closeout agreement is attached to the <br />letter and it has been submitted to Mr. Chapleau, our counsel, <br />and he is preparing the closeout agreement. He had discussed <br />it with me, and I understand that it would be in order for <br />the commission to approve that agreement, subject to approval <br />of legal counsel." Mr. Nimtz mentioned approval, subject to <br />legal counsel approval, Mr. Robinson moved the approval, and <br />Mr. Wiggins supported. All agreed in favor of the motion, <br />which was carried. <br />5. IOLD BUSINESS <br />a. In R -66, Mr. Brownell said we had been requested to have an <br />independent audit of the period from January 1, 1975, through <br />June 30, 1977, and we were authorized to make requests for <br />proposals and we did. We sent out request proposals from <br />six companies as follows: <br />Pete Marwick Mitchell & Com an , whose bid, if they <br />could do the work in June was $5,000.00 or $6,625.00, <br />if they had to do it later than June. <br />Crowe Chizek and Company, whose bid is $3,030.00. <br />Price Waterhouse and Company, who called us and said <br />they received the request, but they decided not to <br />make a bid. <br />Goodson -Tyler and Associates, who bid $4,000.00. <br />Ernst & Ernst, who bid $3,600.00. <br />John Dobson and Company, who bid $2,468.00. <br />The John Dobson & Company was the lowest bidder and they are <br />certified public accountants here in the city. Mr. Wiggins <br />moved that the contract be awarded to John Dobson & Company; <br />and the president and secretary be authorized and directed <br />to sign the necessary contracts for such audit; Mr. Robinson <br />seconded, all agreed and the motion was carried. <br />3 <br />
