4. ICOMMUNICATIONS, Continued b. Letter from James E. Armstrong, Area Director of HUD, Area Office directed to Mr. Brownell, Re: Audit Report, Project Ind. R -57, accepting audit report and requesting we complete and closeout papers and memorandum of agreement. Mr. Brownell said "The proposed closeout agreement is attached to the letter and it has been submitted to Mr. Chapleau, our counsel, and he is preparing the closeout agreement. He had discussed it with me, and I understand that it would be in order for the commission to approve that agreement, subject to approval of legal counsel." Mr. Nimtz mentioned approval, subject to legal counsel approval, Mr. Robinson moved the approval, and Mr. Wiggins supported. All agreed in favor of the motion, which was carried. 5. IOLD BUSINESS a. In R -66, Mr. Brownell said we had been requested to have an independent audit of the period from January 1, 1975, through June 30, 1977, and we were authorized to make requests for proposals and we did. We sent out request proposals from six companies as follows: Pete Marwick Mitchell & Com an , whose bid, if they could do the work in June was $5,000.00 or $6,625.00, if they had to do it later than June. Crowe Chizek and Company, whose bid is $3,030.00. Price Waterhouse and Company, who called us and said they received the request, but they decided not to make a bid. Goodson -Tyler and Associates, who bid $4,000.00. Ernst & Ernst, who bid $3,600.00. John Dobson and Company, who bid $2,468.00. The John Dobson & Company was the lowest bidder and they are certified public accountants here in the city. Mr. Wiggins moved that the contract be awarded to John Dobson & Company; and the president and secretary be authorized and directed to sign the necessary contracts for such audit; Mr. Robinson seconded, all agreed and the motion was carried. 3
