<br />We had taken a break, Charles Boyd came up to me in the hallway and said Howard, people here
<br />have to realize that the Common Council rezoned this area a long time ago to Multi -Use. He said
<br />if a person tried to build a single-family home here, they would have to get a variance to do that.
<br />He said, if they don't, if they don't allow you to have a group residence, he said just putting a
<br />second (2°d) entrance and you can have four (4) people there. This was Charles Boyd, and I had
<br />no idea. I was just a rookie standing out in the hallway. So, like I said, you know, this has already
<br />been approved. The one house at 121 North Saint Louis is only feet away from the home that I'm
<br />wanting at 117 to change over.
<br />This being the time heretofore set for the Public Hearing on the above bill, proponents and
<br />opponents were given an opportunity to be heard.

<br />71.

<br />Councilmember Jo M. Broden made a motion to deny Bill No. 19-70. The motion was seconded
<br />by Councilmember Jake Teshka and carried with a voice vote of six (6) ayes and two (2) nays.

<br />PROPERTY TAX ABATEMENT FOR SB
<br />QALICB BUILDING, LLC
<br />Dan Buckenmeyer, Director of Business Development for the Department of Community
<br />Investment with offices on the 14`h floor of the County -City Building, South Bend, IN, served as
<br />the presenter for this bill. Mr. Buckenmeyer stated, Good evening. Just a little overview before we
<br />jump into all of them. Just for the Council's information, last year, we did six (6) total tax
<br />abatements. The four (4) we're doing today are phase -ins. This year with these four (4) we will
<br />have done eighteen (18). So, it's real testament to, you know, real uptick and, you know hockey
<br />stick swing of economic development activity. Of the eighteen (18) this year there were twelve
<br />(12) real property, six (6) personal property abatements. We' got two (2) of each today. With the
<br />approval of these today, that will bring our totals to $86.5 million in private investment for 2019.
<br />Nine hundred fifty-four (954) new and retained jobs and over 830,000 square feet of new building
<br />construction. So pretty exciting to see that kind of activity in a single year. The ones we're going
<br />to talk about today, South Bend Chocolate will be moving from Sample Street to the location out
<br />on US-20 and just the other side of bypass that I think you are well aware of that project that has
<br />been in the works for a while. Toyo-Cinco I'll get into but they're going to be moving into the
<br />Blackthorn Business Industrial Park, and then also, in Blackthorn is Shafer Industries and they're
<br />making some new investments in equipment. So, I won't get into a lot of detail because I'll let
<br />Mark take you through a little bit of detail on the project itself. We're looking at phase one (1) of
<br />this right now. We've already done some infrastructure taking sewer out and we will be taking
<br />water out there. This is a joint facility that has the factory and Museum at 81,000 square feet. Over
<br />$7 million in private investment, here fifty-four (54) jobs will be moved and retained, Seventy (70)
<br />new jobs will be created over the course of the abatement. Right now, this enormous piece of land
<br />pays less than five thousand dollars ($5000) a year in taxes. Over the next six (6) years, over the
<br />course of the Real Property abatement about one hundred -fifty-five, (155), and over the entire six
