The motion was seconded by <br />Councilmember Dr. Oliver Davis and carried with a voice vote of eight (8) ayes. <br />RESOLUTIONS <br />BILL NO. <br />19-70 A RESOLUTION OF THE COMMON COUNCIL <br />OF THE CITY OF SOUTH BEND, INDIANA, <br />APPROVING A PETITION OF THE AREA <br />BOARD OF ZONING APPEALS FOR THE <br />PROPERTY LOCATED AT 117 N ST. LOUIS <br />BLVD <br />Committeemember John Voorde made a motion to, for purposes of public hearing, hear Bill Nos. <br />19-70 and 19-71 together. The motion was seconded by Councilmember Jake Teshka and carried <br />with a voice vote of eight (8) ayes. <br />19-71 A RESOLUTION OF THE COMMON COUNCIL <br />OF THE CITY OF SOUTH BEND, INDIANA, <br />APPROVING A PETITION OF THE AREA <br />BOARD OF ZONING APPEALS FOR THE <br />PROPERTY LOCATED AT 616 E COLFAX <br />Councilmember Dr. Oliver Davis, Chair of the Zoning and Annexation Committee, reported that <br />they met this afternoon and send Bill Nos. 19-70 and 19-71 to the full Council with no <br />recommendation. <br />Jordan Wyatt, Planner for the Department of Infrastructure, Planning and Growth with offices <br />located on the 11 `" floor of the County -City Building, South Bend, IN, served as the presenter for <br />these bills. Mr. Wyatt stated, So, the petitioner is requesting a special exception use for a group <br />residence. The first (15) property is 117 North Saint Louis Blvd. The second (2°d) is 616 East <br />Colfax Avenue. The reason for this group residence special exception is the petitioner wishes to <br />rent out the home to more than two (2) unrelated individuals. This comes to you with a favorable <br />recommendation from Area Board of Zoning Appeals. Councilmember Broden, you asked me <br />earlier if anybody was at the meeting to speak for or against it. There was nobody there, but I recall <br />we did receive that one letter in favor of this petition. <br />Mr. Howard Dozeman. 26411, New Road, North Liberty, IN, served as the petitioner for these <br />bills. Mr. Dozeman stated, I own Northern Electric Company, and we have owned that since 1967. <br />When my father purchased that building, I was in high school at the time, and he brought me down <br />with our family. I asked him Dad, why did you buy here? He told me that he thought the City was <br />going to jump the river. That was fifty-two (52) years ago. Well, the City's jumped the river. It's <br />not quite made it to my front door yet, but in the meantime, he and I both have purchased almost <br />that entire City block. Many of the houses that we own, I have rented out to Michiana Homes and <br />Rental, which is a professional rental company. They monitor and they usually go after grad <br />students or grad families. I find myself in that position every once in a while, where I could actually <br />make more money on the home if I could rent out to more than unrelated people. 1 think you can <br />only have two (2) unrelated people in the house. So, by granting me this, I'm actually going to be <br />able to maintain the homes better, so let's make a profit in doing both, not just one (1) thing. These <br />homes are centrally located to one (1) that I applied for, a group home, many years ago. I went <br />right before the Common Council, and there were some people there that spoke out against me. <br />18 <br />
